Thanks for this info. Will try it today. Just bought a pair of used panniers.

Locksmiths quoted me $150 to re-key them and I had trouble finding one that wanted to tackle it

With that said, here is how I re-keyed them for free
I removed the small plastic cover over the inside latch
popped the pin off between the arm and the sliding latch on the inside
unbolted the 4 allen screws holding the latch assembly and removed the entire latch
removed the c-clip from the bottom of lock to remove the arm from the lock mechanism
slid the retaining clip off and pulled out the entire lock assembly
used a small blade to push down the retaining clip for the lock cylinder on the underside of the lock mechanism opposite the key and pushed it out slightly
there is a second retaining tumbler on the key end of the inner cylinder so
with my incorrect bike key in the lock I was able to move my key in and out to a position that pushed down the second retainer and get the inner lock cylinder to come out of the assembly
re-keyed the locks per the instructions I found on the internet (08L72-MJP-A60.pdf)
installed in reverse order
repeat on other side

I hope that helps!
Hi,

Thanks a lot for the instructions. I am not able to pull the inner locks out of the outer cylinders. Any extra advice?
