Not intended for that use , nothing related with fog lights cables or similar, itīs simply a cover

You're right, there is no mention of it in the fog light installation instructions. Not sure what it was intended to cover. Here's where it is on the left-hand side of the bike. Worked great as a gasket for the wires coming out of my fairing for the Denali LEDs.

Ok I may be crazy but.... The circle you referred to seems to be the Honda symbol on the left fairing? I cannot find a grommet this size at all there.
