No kidding? If that had been listed on their site I would have purchased them over the SW Motech set I purchased. That seems like an unfortunate oversight on their part. I literally chose the Motech because it didn't require drilling.

I think you're completely right. And I just checked again, and it would appear to any buyer (as it did to me when I purchased mine many months ago) that the drilling is still

"Installation Instructions" and "Turn Signal Shortening Instructions for 2018 and newer bikes."
The "Install Instructions" show drilling up through the fender.
And if you view the Turn Signal instructions for 2018 bikes, it appears, for all the world, to be a simple install guide for moving the indicators. But if you go to the last page, you will see, if you look very carefully, that it shows a different install procedure for the rack. In fact, these are the install instructions that came with the bike. And even with them in hand, I searched the box for the template until finally looking closely at that last page and realizing it wasn't necessary any more.
It's crazy that Touratech hasn't made it obviously clear on their page for the Zega Mundo Panns and Rack.
It is *such* a cool, smart and elegant solution and it is also an incredibly strong mounting system.
They hit it out of the park but haven't bothered to tell anyone about it. Nuts.
