I am at 37k miles and the forks have never been stripped for inspection or oil replacement. I looked at the Honda service schedules and can't see that it's EVER required.
My suspension feels OK, but if it has deteriorated slowly over time perhaps I wouldn't know what it originally felt like.

If you mostly put on road miles on the bike I'd start by changing it once every couple years. When you dump the oil you'll know if you've gone too long between changes and can make a schedule adjustment from there. If you do a bunch of off road cut that time in half and evaluate the same way. It's a relatively simple job to change the fluid, it just takes a little time.
