Almost certainly just the paint flaking off, it seems to be quite common especially on the white frames

Touching it up is probably the only way. Might be an idea to sand off any rust first then use a primer before the top coat.
When I was looking at getting an AT I was at the dealers and all the used tricolour AT's had this problem but the couple I saw with black frames seemed fine.

That is a harsh environment. Might be worth "over-engineering" the paint application protection while you are in there.

Clean-up well, degrease area, use a quality primer, and a choice durable enamel or epoxy alternative available in your region.
